how to make a skirt from a men's dress shirt

A very large men's dress shirt {mine was XXXL}

To start, iron the shirt. This process will go a lot smoother with a de-wrinkled shirt.
Lay the shirt flat and cut off the sleeves and collar like so:
Turn inside out and sew along the jagged edges to smooth out the side seams of your skirt. You can lay your favorite skirt next to it as an aid if you need. When you're done, press and flip right side out. and it should look like this:
Now on to the waist band. Fold the top over 1/4" and press. Then fold down the width of your elastic plus another 1/4"ish for some wiggle room. Remove any buttons that are in your way.Top stitch, making sure to leave a couple inches unsewn so you can insert the elastic.
Measure the elastic around your waist and cut with an additional inch.
Attach a safety pin to one end of the elastic and shimmy it thru the waist band. Make sure to keep an eye on the other end of the elastic. You don't want it to disappear and have to start over.
Next, sew your elastic together. I like doing it this way because it lays the flattest in the waist band. Who wants extra bulge there, eh? Once the elastic is sewn, finish sewing those last few inches in your waistband. And you're done!
A skirt made from a men's shirt! Easy right? 
And you don't even have to hem it.

I'm not sure, but I think I may have missed the part where you add a fastener to the waistband? Did you use velcro?
